안녕하세요! 반달곰원장입니다.

요즘 반달곰원장은 MBA 상담과 방문학자 상담으로 정신없이 일하고 있습니다. 10월 9일부터의 3일 연휴는 정말 고객상담없이 열심히 일만 할 수 있는 좋은 기회라고 생각하였으나 어제도 상담을 세분 해드리고 오늘도 두분을 해드릴 예정입니다. 상담을 하다보니 업무를 정리하려고 했던 것이 오히려 고객님들에게 정보를 찾아서 알려주어야 할 업무거리가 더 늘어난 것 같습니다. 비록 휴일날 퇴근을 새벽 2시에 하고 그러지만 마음은 행복합니다. 물리적인 에너지가 빠져 나가도 심리적인 행족의 엔돌핀이 싹 돌아서 버티고 있는것 같습니다.

요근래 방문학자 프로그램중에서 상담을 해드렸던 UC Berkeley Center for Korean Studies(CKS) 한국학연구소 지원에 대해서 알려드리겠습니다. 반달곰원장에게 종종 그러신 분들이 계십니다. 원장님, 학교 프로그램을 다 알려주시면 어떻게 도와드려서 돈을 버시냐고. ㅎㅎ 그러게요! 그런데 정보를 알려드려도 방문학자를 할 때 정말 중요한 것들이 있습니다. 이것은 설명을 드려도 잘 모르시기에 반달곰원장의 도움이 필요한 겁니다. 일반 이런 학교에도 방문학자로 갈 수 있구나 하는 것을 아시고 도움 필요하시면 언제든지 반달곰원장에게 문의하시길 바랍니다.

UC Berkeley 는 아시다시피 공립대학교에서는 세계최고의 대학교입니다. 반달곰원장장 UC Berkeley에서 공부를 해보았지만 정말 자유의 정신이 살아있는 곳입니다. 그런만큼 전세계의 문화와 정신등을 존중하고 그 분야를 연구하는 활동들이 활발합니다. 버클리의 한국학연구소는 버클리의 동아시아연구소의 한분야의 연구소인데 매년 일정한 수의 교수나 전문가들을 방문학자로 초대하고 있습니다.

버클리가 서부지역이고 살기 좋은 곳이라, 그리고 워낙 명문대학교라서 교수님들 뿐만 아니라 공부원, 방송국 간부들, 그리고 전문직들도 많이 선호하고 있습니다. 그러다보니 일찍 서둘러서 미리미리 지원하지 않으면 정원이 다 차서 아무리 훌륭한 지원자라도 자리가 없으면 갈 수가 없습니다. 그러면 지원관련한 안내를 해드리겠습니다.

UC Berkeley CKS 홈페이지에 나와있는 안내 관련 내용은 아래와 같습니다.

Applications

You must send the following items. All of them can be sent by e-mail to cks-vs@berkeley.edu except the application fee. No application is complete until we have received all of these items.

1. Application Fee (non-refundable). A check for $200 paid to UC Regents must be sent by mail to Dianne-Enpa Cho, Center for Korean Studies, 1995 University Avenue Suite 520M, Berkeley, CA 94720‑2318 U.S.A. No application will be considered if this fee is not paid. This fee is non-refundable once submitted. (신청비 200 불을보내지 않으시면신청서를 심사하지 않습니다.)


2. Curriculum Vitae. A CV or resume in English. It should include the highest academic degree earned, major academic or professional activities, and relevant publications. (본인 소개서—영어로 작성하여주십시요.)


3. Research Plan. A detailed explanation in English of your plan of research while at the Center for Korean Studies. (연구계획서—영어로 작성하여 주십시요.)


4. VSPA Form. This form and instructions for filling it out are available at Application Forms. You must sign the form, so please scan and e-mail it, or send it by mail to CKS. (다운로드하신후 작성하여 주십시요.)


5. DS-2019 Request Form. This form and instructions for filling it out are available at Application Forms. You do not need to sign the form, so please just send the Word file by e-mail. (다운로드하신후 작성하여 주십시요.)


6. Copy of Passport. A copy of the front (picture) page of your passport, and passports of any dependents (spouse or children under 21 years old) who will be joining you in the U.S. (오시는 동반자 모두의 여권 복사가 필요합니다.)


7. Proof of funding. The U.S. government needs proof that you have enough funds to live in the country as a visiting scholar ($1,600 per month, plus $500 per month if you are accompanied by your spouse, plus $200 per month per accompanying child). (재정 증명서는 영어로 제시 되어야 하며 액수는 본인 $1600, 부인 $500 그리고 자녀분 $200불을 더하여 12 개월로 곱한 액수이거나 그이상이어야 합니다.) You have two choices here.
   

   (a) If your employer will pay your salary while you are in the U.S., submit a letter from your employer stating your yearly salary in U.S. dollars and the dates of your visiting scholar term. The letter can be from your direct supervisor or anyone in the organization with a higher rank than yourself.

   (b) If you are using personal funds, submit a personal bank statement translated into English and converted into U.S. dollars.



8. Proof of English language proficiency. As of January 5th, 2015, all applicants are required to submit proof of English language proficiency in compliance with Federal regulation on J-1 visa. The applicant must have adequate English language proficiency for the proposed activity. (Reg.22 CFR 62.10 (a)(2)). Please select from following options. Please note that the following recommendations are not intended to guarantee a visa approval at the embassy.

   (a) Most recent copy of a recognized English language test (TOEFL or IELTS only). TOEFL iBT minimum score is 61. PBT is 550. IELTS is 5.0. The score must be obtained within 5 years from the time you submit your application to CKS.
   
   or

   (b) Signed letter from an academic institution or English language school on institutional letterhead. Please consult with Visiting Scholar Program Coordinator for details.

Please be aware that CKS only accepts the above options for visiting scholar applicants to fulfill English language proficiency requirements and does not conduct interviews regarding such.

위에 많은 이야기들이 있지만 가장 중요한 것은 두가지라고 볼 수 있습니다. 지원서비 200달러와 바로 영어점수가 필요하다는 것입니다. 200달러는 머니오더를 마들어서 보내면 되는데 가장 중요한 것은 올해부터 강화가 된 바로 영어능력을 보여주는 것입니다. 토플 IBT 와 IELTS만을 인정해주고 있습니다. 솔직히 점수는 높지 않습니다. IBT 61, IELTS 5.O이상이면 됩니다. 공부해 보신 분들은 아시겠지만 조금만 공부하시면 충분히 만들 수 있는 점수입니다. 그런데 문제는 그 조그만이라도 노력하기가 쉽지않다거나 노력하기가 싫은 경우입니다. 그럴 경우에는 점증된 어학기관에서 영어과정을 이수하고 그 수료증을 받아서 제출하면 통과될 수 있습니다. 그런데 이것도 준비가 안된다면 UC 버클리 한국학 연구소에 초대받기는 어렵습니다. 왜냐하면 UC Berkeleu 한국학연구소는 다른 방문학자 프로그램 처럼 스카이프인터뷰로 갈음 하는 것을 하지 않기 때문입니다.

그러면 영어와 기본적인 준비서류를 알려드렸고 그 다음은 UC Berkeley 한국학연구소에 가실 경우 비용에 대해서 안내해드리겠습니다. 

Fees

There are many different fees charged by the visiting scholar program.

1. $200 application fee (non-refundable). If you have applied via e-mail, please send the check separately. This fee should be paid by check to UC Regents and mailed to the Center for Korean Studies. This fee is non-refundable once submitted.

The remaining fees are charged only if a scholar is accepted to our program:
2. $500 DS-2019 processing fee. This fee is for the Berkeley International Office (BIO), which produces your DS‑2019 form. This form is required when you go to the U.S. Embassy to get your J-1 visa. This fee should be paid by check to UC Regents and mailed to the Center for Korean Studies only after a scholar is accepted.
   Extensions: A $250 processing fee is required for extensions.


3. $500 VSPA fee. Scholars pay this fee when they arrive and check in with the Center for Korean Studies. It is payable online by credit card. This fee goes to the VSPA office, which is in charge of all visiting scholar programs at Berkeley. Scholars can only receive their university ID card after paying this fee.
   Extensions: A $500 VSPA fee is required for extensions.


4. CKS visiting scholar fee. There are two categories for this fee. CKS does not prorate the fee for scholars staying less than one year.

(a) $2,300 is charged to visiting scholars with a Ph.D. who hold a teaching appointment at a university.
Extensions: A $2,300 CKS visiting scholar fee is charged for extensions for those who fall under this category.

(b) $10,000 is charged to all other scholars, i.e., journalists, government officials, and researchers at government and private institutes.
Extensions: A $10,000 CKS visiting scholar fee is charged for extensions for those who fall under this category.

제일 먼저 지불해야 하는 비용은 지원서비 200달러입니다. 이 지원서비와 지원서류를 제출하면 학교에서 심사를 해서 초청의사를 확인해줍니다. 원래는 영문이력서와 연구계획서를 가지고 초청의사를 확인후에 지원서비와 지원서류를 제출하게 됩니다. 그렇지 않으면 200달러를 허공에 날릴 수도 있으니까요! 지원서비와 지원서류 제출후에 초청의사를 확인하고 나면 방문학자의 입학허가서인 DS2109를 진행 할 비용 500달러를 또 다시 납입해야 합니다.

그래서 DS2019를 받으면 한국에서는 방문학자 비자인 J비자수속에 들어가면 됩니다. J비자 수속할 때 미국대사관에 납입해야 하는 SEVIS FEE, VISA FEE(가족 개인별로 각각 내야함) 등을 내고 비자인터뷰를 준비합니다. 그렇게 해서 인터뷰를 통과하여 UC Berkeley 한국학센터르 가게 되면 학교에 도착해서 VSPA fee 500달러 내야하고 또한 방문학자 비용으로 박사학위를 가지고 있는 교수님의 경우에는 1년에 2300달러, 그렇지 않은 공무원이나 언론인등 전문직 분들은 1년에 10000달러의 비용을 내야 합니다. 혹시라도 1년 연장을 할 경우 학교에서 케이스 바이 케이스로 허락을 하는데 그 때 연장하는 비용도 이 비용과 똑 같습니다.
